Built-in meters can now read eligible final resident bank output at the existing observation point. Fallback acquisition and observer-error ordering remain unchanged. Rack collapse decisions reuse a stage-wide symmetry witness collected after queued updates, removing repeated per-lane stage queries.
The two separately reviewed changes are integrated together with their existing bitwise, state, realtime and resource contracts. The shared Wasm artifact and browser matrix are qualified against this exact combined source. No measured speedup or full RT10 completion is claimed.
Validation: independent Astra XHIGH source/composition review; focused debug and release-unwind coverage; both existing allocation harnesses retargeted to this checkout; inherited discriminating mutations, full suites and native/Wasm layout evidence; static artifact/native parity, SDK/package and Chromium/Firefox/WebKit gates. Exact evidence is in the #709/#722 specs.
Refs #709 and #722. Closure follows successful post-merge qualification and synchronization. #714 retains its exhausted, superseded disposition.
