Adds the estate-standard dependabot ignore for
typescriptsemver-majors (matchingagentage/memory-core), since @typescript-eslint peer-caps typescript <6.1.0 and TS 7.x majors makenpm ciERESOLVE. Unblocks the all-npm group, which was CI-red in #36 for exactly this reason; the group will re-open with the safe bumps on the next Friday run.
