Stacked on #27 (retargets to main automatically when #27 squash-merges and its branch is deleted).

The skill encoding of the Standard is renamed spacecraft-standard-constitutionspacecraft-steelbore-standard, carrying the document's canonical name. Skill ids are §2.2 functional identifiers, so no codename rule is engaged.

  • Four in-document references updated: §1 changelog-location note, §2.2 exemption example, §4.1.1 licensing note, Skill Cross-References table.
  • CHANGELOG.md header pointer and new v1.49 entry; AGENTS.md source-of-truth paths.
  • Masthead → v1.49 / 2026-08-16; .md companion regenerated; makeinfo --no-split clean.
  • Construct-side rename (directory, frontmatter name:, catalogue, CI exemption list, bundles) lands as its own PR at the same version.

The catalogue-check failure is the expected ordering constraint, not a defect: this repo's CI validates skill references against the Construct catalogue on Construct main, where the rename has not landed yet. Merge order for v1.49: Spacecraft-Software/Construct#42 first, then re-run checks here (after #27 merges and this PR retargets to main).

removed and every touched skill's bundles rebuilt in the same commit.
Historical changelog entries keep the name current when written.
Description unchanged at 988/1000. Standard-side PR:
Spacecraft-Software/Standard#28.
