feat(ground): compose flight through regional execution

Summary

• adds a strict UI-neutral flight-regional-ground-pipeline/v1 composition result
• composes the existing flight transfer, repeated-bounce, regional skid/roll, and ground-result authorities without copying physics
• prevalidates exact surface/plan identity and preserves request, execution, plan, and provenance digests
• runs regional execution only after SETTLED_TO_SKID; cancellation and every other bounce termination retain native evidence without fabricated total distance

Validation

• 377 full flight and ground tests passed
• 39 focused pipeline/public/regional tests passed
• independent review: 28 focused tests plus strict MyPy passed
• Ruff, format, MyPy, Bandit, docs/governance, manifest, assertion, and structural gates passed

References #4271, #4273, and #4267. These issues remain open because client integration, persistence, studies, runtime parity, and protected release are outside this bounded child.
