Scope

Adds a UI-neutral adapter from the exact flight-through-regional-ground pipeline into the existing flight-metric and scalar-ensemble/v1 contracts.

  • admits canonical total distance, roll distance, final offline, and bounce count only for regional COMPLETE plus ground COMPLETE/REST/summary evidence;
  • keeps carry, bounce-air, skid, surface-path, and final-downrange quantities distinct;
  • clears stale ground metric inputs and emits typed nullable rows for partial, left-surface, non-settled, cancelled, failed, missing-summary, and transfer-error outcomes;
  • preserves exact status, reason, model, and digest evidence without adding physics or a parallel study model.

  • 7 focused adapter tests and 8 manifest tests
  • 1,299 full Rate/flight/ground tests
  • strict scoped MyPy
  • Ruff check/format
  • pinned Bandit 1.8.6
  • manifest validator
  • documentation governance, blocking-quality, minimum-test, module-size, changed-production/assertion, and diff gates

Boundaries

This is a bounded continuation. It adds no solver/capability invocation, variation UI, wind strategy, persistence, TypeScript/compiled runtime, four-surface parity, or downstream consumer release. Do not close #4273 or #4267 from this PR.
