Adds configurable serial settings, scan probe timing, exact secondary selectors, CP24 Type-J decoding, wireless CLI decode/keyring support, link metadata, documentation, and defensive validation tests. This branch is based on the pending v1.1.1 documentation PR and should merge after it.
