Release v0.2.0.
Bumps the version to 0.2.0 and adds the CHANGELOG entry covering everything since 0.1.13: git-ref sync (per-repo + global + pre-push hook + tombstones), the cross-tool memory mirror, the removal of Lore Cloud, and the security/scoping fixes.
Minor bump (0.x): removing the cloud commands is a breaking change.
