fix: skip active pin role checks for passive jumpers

Summary

• centralize whether active-chip pin-role checks apply to a source component
• skip underspecified, no-power, and no-ground warnings for simple_chip components whose pins are explicitly interchangeable
• cover both Jumper and SolderJumper without refdes or component-name heuristics
• retain all three warnings for the ordinary active-chip control
• update the visual schematic snapshot from nine diagnostics to the three valid U1 diagnostics
