What this PR does
Non-interactive commands exist in development.md (uv run prek run --all-files), backend/README.md (docker compose exec … scripts/tests-start.sh), and test-backend.yml (uv run bash scripts/prestart.sh / scripts/tests-start.sh). Root README only links to those docs—no AGENTS.md and no single CI-parity recipe block for agents.
Remediation: In AGENTS.md or README Development section, add a Non-interactive commands block mirroring test-backend.yml: docker compose up -d db mailcatcher; cd backend && uv run bash scripts/prestart.sh && uv run bash scripts/tests-start.sh; uv run prek run --all-files.
