What this PR does
No AGENTS.md or AGENT.md at repo root (scan root_gaps). README/CONTRIBUTING describe setup but lack agent-oriented copy-paste build/test/lint with flags and package roots.
Remediation: Add AGENTS.md with non-interactive commands: pnpm install, pnpm build (NODE_OPTIONS=--max-old-space-size=4096), pnpm lint, pnpm test / pnpm test:coverage, per-package filters, and monorepo layout (packages/server, ui, components).
