chore(release): align prompt-cache SDK cohort

What

• release Knowledge as 7.0.11
• require Eval 0.144.4 and Interface 0.43.1 exactly
• refresh the install example and dependency lock

Why

The current Knowledge release still installs Eval/Core/Interface from the prior contract. This updates the owning package so Runtime can prove one exact shared dependency set without weakening its mismatch refusal.

Proof

• 545 passed / 12 skipped tests across 58 passed / 3 skipped files
• source and contract typechecks pass
• lint passes across 203 files
• build passes
• packed install proves exactly one Eval 0.144.4, Core 0.5.0, and Interface 0.43.1
• official GEPA 0.1.4 and pinned SkillOpt compatibility: 2/2 pass
• clean merge-tree against current origin/main
