Probe MS-DIAL Console through standard command help

Summary

• detect the top-level rtcorrection command through its standard --help interface
• detect the non-command QA exporter independently and verify the generated artifact after each run
• remove the dependency on the partial Console info / capabilities inventory
• retain eic rtcorrection fallback for older compatible Console builds
• clarify support wording in Guided setup and documentation
• bump MS-DIAL Interactive to 0.3.4

Validation

• Python unit tests: 64 passed
• JavaScript syntax check passed
• the built net48 Console is detected as supporting top-level RT correction and LC-MS QA export
• the probe invokes MSDIALCUI rtcorrection --help, not a dedicated feature-list command
