Summary

Mechanical changelog release PR for v6.1.1: compile pending fragments (the runtime 4.0.6 dual-architecture distribution entry from #122, the merged-but-untagged v6.1.0 skills entries, and accumulated infrastructure entries) into the generated CHANGELOG.md. Sole diff is CHANGELOG.md.

Next after merge: cut_release.py dry-run, then the immutable v6.1.1 tag/assets — cut last, after the staged + Rosetta qualification that already passed pre-merge on #122.
