…r (#16563) Fix O(n²) in VarNameCleaner::findCleanName using per-base-name counter When many variables share the same stripped base name, findCleanName would probe name_1, name_2, ..., name_N sequentially for each variable, resulting in O(n²) calls to isUsedName (which involves regex matching via isRestrictedIdentifier). This was the dominant cost in fuzzer timeouts where the optimizer generated many variables. Track a counter per base name (m_nextSuffix) so we resume from the last assigned suffix instead of reprobing from 1 each time.

In this case, the shuffler is currently making too many swaps.
When trying to fix the args portion of the stack, before we grow the stack, we are trying to locally improve by attempting to shuffle current args to the right place. We can add one more attempt: If everything else failed, we can try to fix the top slot, even if it does not fix the slot from which we are swapping to the top. The test case `grow_and_shuffle.stack` demonstrates the improvement. This change also improves the deposit contract.
