device pair asks the server to pair the device into a fleet, tells the user to press the pairing button, and polls the device list until the pairing completes or two minutes pass.

device pair <fleet_id> asks the server to pair the device, tells the user to press the pairing button, and polls the device list until the pairing completes or the minute-long pairing window closes. gofmt, build, vet, tidy, and the full suite pass, with no dependency added, and the new table-driven test covers success after polling, server refusals, and the argument errors. Pairs with superstack-server#57.
