What does this PR do?

Adds a bilingual, source-linked profile for Cue, a macOS and Windows desktop voice agent.

The page is written as a decision guide rather than a feature list. It distinguishes Cue from telephony/API infrastructure and helps readers evaluate three separate workflows: voice typing, bot-free meeting transcription, and user-approved cross-app actions. It also documents privacy boundaries, recording consent, portability, pricing, and cases where another tool may fit better.
