Advances components/navigation 38baa26 -> 282f290a (forward-only; nav still
vendors xmBase 3f389a06, matching the umbrella pin). Brings:
#78 per-tier opt-in gating (XMNAV_WITH_PLANNING/MAPPING/DECISION) + ctfsm
double-provision guard
#79 typst docs consolidated into one implementation-notes document,
sections ordered lowest-level to highest
