• nvml-wrapper-sys 0.9.1 → 0.10.0 — bindings regenerated from the NVML 13.0.39 (CUDA 13) header with bindgen 0.72.1 (feat: update nvml.h to NVML API version 13 #139). Function signatures are preserved, but some public constants changed value (NVML_API_VERSION, NVML_BRAND_COUNT, NVML_GPM_METRIC_MAX), hence a minor bump rather than a patch, consistent with prior header-regen releases (0.8.0, 0.9.0).
• Wrapper's sys dependency pinned up to 0.10.0; Cargo.lock updated.

Verified: cargo check --all-features and cargo fmt --check pass with the bumped versions.
