Adds the complete, unabridged OS Feature Specification directly to the root of the repository as spec.md to serve as a permanent and unabridged progress and design checklist, ensuring that absolutely no mock, stubs, or simulation are used, while validating a clean and successful daily-driver compilation of the OS.
