Replaces the long org-default PR template with the agreed short family (alignment decision D7): Jira-ticket first line (project-key-agnostic, same
:tickets:convention as the service repos), a one-line Summary section, and a 3-item checklist. Kept deliberately short — repos with richer needs override locally (service repos already do).This becomes the default for every repo without its own template once the alignment waves drop the duplicated per-repo copies.
