Aligns .project/maintainers.yaml with the Radius community MAINTAINERS.md file (https://github.com/radius-project/community/blob/main/MAINTAINERS.md). Adds Ryan Nowak (@rynowak), Microsoft, who is a current maintainer in MAINTAINERS.md but was missing from .project. Removes Nicole Jimenez (@nicolejms), who is not listed in MAINTAINERS.md. After merge, .project/maintainers.yaml matches MAINTAINERS.md exactly: kachawla, sylvainsf, willtsai, rynowak. Signed-off-by: Riaan Kleinhans <riaankleinhans@gmail.com>
