Fixes the v1.6.20 Windows packaging failure after GitHub moved
windows-latestto Windows Server 2025 / Visual Studio 2026. The WCDB 2.1.16 build explicitly uses the Visual Studio 17 2022 CMake generator, so the release job now uses the matching supportedwindows-2022image. Product source and release tag remain unchanged.
