gh-71086: Document negative offset support in struct.pack_into() and unpack_from() (GH-153650)

Adapted for 3.13: the struct.pack_into functions have not been converted to Argument Clinic on this branch, so the "A negative offset counts from the end of the buffer" note was added to the existing (partly hand-written) docstrings, preserving 3.13's wording. Negative-offset support itself is already present in the C code.
