What does this PR do?

adds info for language support, ass a premake-language-addon has been created for sumneko lua containing LuaCATS defenitions
How does this PR change Premake's behavior?

no breaking changes, added a Language-Support.md docs to the writing-scripts section of the docs

This belongs in the community modules or a related section. This is not something for the core premake repository itself.

Why is this something that needs its own page? Does this not make sense to go with the Community IDE Extensions? It reads to me like this is effectively just an LSP extension. In general, this could use some work with grammar, capitalization, etc.

it is not an extension per se, nor a premake module, it is aluarocks package wich contains the defenitions. ill put it in extensions as modules feels wrong
