Automated sync of the API client from planetscale/cli@d3f4a7a.

The client in the cli repo (internal/planetscale) is the source of
truth; this repo is a read-only mirror for external module users.

Auto-merge is enabled. Cursor Approval Agent may approve per
APPROVAL_POLICY.md. Use the gorelease report below when choosing
the next tag; incompatible changes need a matching semver bump.
