Checked: commit subject scope matches the diff (only PKG_VERSION and PKG_HASH change); PKG_RELEASE correctly stays at 1 on a version upgrade; the codeload.github.com/.../tar.gz/v${PKG_VERSION}? source idiom is the dominant in-tree convention for this feed, so it is unchanged for good reason; and the feed's Go toolchain (lang/golang/golang1.26) is new enough for this restic release.

Note for the maintainer: PKG_HASH and the existence of the v0.19.1 tag could not be verified from this session, since network access was limited to openwrt/packages. Only the FormalityCheck jobs have reported so far (all green) — the build/test jobs had not registered at review time, so the bump is otherwise untested from CI's side.
