Adds the rolling release as a tier between master branches and named releases, defines release-critical bugs as the only thing that blocks a promotion or a cut, fixes the freeze date while floating the cut date, makes the support window an absolute twelve months, adds stable update tags between point releases, and describes the release manifest.
