• Code LICENSE is now Apache 2.0. Paper under paper/ stays CC BY 4.0.
• CITATION.cff matches the code license.
• .zenodo.json uses CC-BY-4.0 for the preprint record and states Apache-2.0 on the implementation.

Old MIT grants on existing clones are not revoked.

Test plan

• GitHub license detection shows Apache-2.0 (or Other if dual)
• README license section is accurate
• Do not change the existing Zenodo version until a new deposit is intended
