docs(plans): refocus priority list on install friction and add bundled-plugin policy

Replace the stale 'Batch 1 candidates' with the current third-party install-friction priority list (compress, terminal_qr/qr_maker, nugins endecode, units, hashes, kdl, plotters/plot, dbus).

Add a clear policy that Numan does not install or distribute official/bundled Nu plugins (polars, query, formats, gstat, inc) or the clip/clipboard native command.

Update the next-steps-code plan and the 0.114 handoff to remove FMotalleb/nu_plugin_clipboard and include the clip native command.
