maybe we also want to include onnxruntime/core/providers/cuda, onnxruntime/contrib_ops/cuda, onnxruntime/test/providers/cuda, and onnxruntime/test/contrib_ops/cuda_kernels. I'm assuming that they are also relevant to the plugin EP.
