Lifts check_evidence.py's idea from the llm-wiki-loop verdict: for each compiled claim, deterministically extract cited numbers/dates/quotes and verify they exist verbatim in the chunk it was compiled from. Runs at extraction time (not as a post-hoc lint) because distill discards raw source by design — this is the only point where "provenance still true" is checkable. Violations surface in the proposal's Provenance body for the ratifier to see. Literal-match only; does not catch paraphrase. Co-Authored-By: Claude Sonnet 5 <noreply@anthropic.com>
