Some networks tell the bridge when they have temporarily stopped pushing updates. No remote echoes arrive during that window, so the pending message timeouts report already-delivered messages as failed. Add OutgoingTimeoutSuppressingNetworkAPI and skip the pending message checks entirely while the portal's login reports suppression.
