Pin the reusable sitectl plugin release workflow to the merged publisher from libops/terraform-linux-packages#25.
The existing
GCS_BUCKET_PREFIX: sitectl, archive key, and one-source installer contract are unchanged. The pinned publisher now preserves every current core/plugin package in the shared index and deletes superseded objects after regeneration.Validation:
