There are no kernel checks ensuring that
.partialdeclarations are inhabited, so.partialdeclarations are as unsafe as.unsafeones from a kernel-checking perspective.This change won't break any theorems that safely rely on
partial def whatever ..., because the elaborator emits a safeopaquedefinition forwhateverand only tagswhatever._unsafe_recas.partial. (Lean.Replay skips both.unsafeand.partialwhen importing, so this also matches that behavior.)
