[ar] Translate content/en/releases/_index.md to Arabic

Translates the Releases index page into Arabic.

Notes for reviewers:

• Based on the current main version of content/en/releases/_index.md, which includes the End-of-Life Releases section and the release-schedule note that are not yet in this branch's English source.
• Explicit heading IDs ({#release-history}, etc.) are used because autoHeadingIDType = "blackfriday" in hugo.toml does not produce usable anchors for Arabic headings, which would break the in-page #release-history link.
• Terminology follows existing Arabic content: كوبيرنيتيس, إصدار for release, الإصدار التصحيحي for patch release, سجل التغييرات for changelog.
