The briefing markdown renderer flattened ## and ### to one identical small heading and packed list items tight, so a long briefing read as a wall of text. Changes: two distinct heading levels (section rule + small-caps subhead), roomier list/paragraph spacing, explicit 15px base font, and > blockquote support rendered as a highlighted callout card for deadline/urgent blocks. Renderer test added.

The briefing markdown renderer flattened ## and ### into one identical small heading and packed list items tight, so long briefings read as a wall of text in the inbox.
Changes: two distinct heading levels (bordered section header + small-caps subhead), roomier list/paragraph spacing, explicit 15px base font for mobile, and blockquote (>) support rendered as a highlighted callout card for deadline/urgent blocks. No change to the section/table/item rendering or the plain-text variant. Renderer tests added (3).
