It appears that some shims are missing to make the chain fully replayable.
Do not merge, util I'm sure we've caught all of them.
According to @edmundnoble, the issue root cause was a broken module cache. This caused the module cache to charge unpredictable amount of gas.
We need then to fix the replay, by manually fixing the gas amount charged in the past at mining time.
