The drift semantics spec existed only in conversation while six implementation steps landed against it. Commit the as-implemented version (relationship model, conservative intersection, staleness classes, checkpointed catch-up, hooks/doctor/watch) and the step-7 server-tier draft (webhook processing, kai pull graph fast-forward, stale finding badges).
