Add Mihomo rules and automated updates

Summary

• add an independent native Clash/Mihomo source manifest and Classical providers for the existing 26 business categories
• add target-aware rendering, strict compatibility checks, and transient fetch retries while preserving Quantumult X output
• add a generic Mihomo profile and an atomic daily Quantumult X/Mihomo workflow with pinned Mihomo core validation

Why

Mihomo needs native Rule Providers and cannot safely consume Quantumult X-only rule types or embedded policy columns. This keeps the two source manifests independent while sharing conflict handling and deterministic build behavior.

Validation

• 19 unit tests passed
• both 94-source manifests passed lint
• Mihomo online build: 6,755 parsed, 6,142 safe, 400 resolved conflicts, 0 unresolved conflicts, fetch errors, or parse issues
• offline rebuild was deterministic apart from volatile metadata
• official Mihomo v1.19.30 configuration test passed after SHA256 verification
• Quantumult X rebuild was unchanged apart from volatile timestamp/cache fields

Follow-up

• after merge, verify all 26 public Raw provider URLs on main
• import the generic profile into an actual Mihomo client with real subscriptions for final client acceptance
