Add soniqo/speech-android to the Android section

Adds soniqo/speech-android, an Apache-2.0 Kotlin SDK for fully on-device speech (VAD, streaming multilingual STT, TTS over a C++/ONNX Runtime core). Its demo app chains the models with FunctionGemma 270M on LiteRT into an offline voice agent that executes device commands in 1.2 GB of RAM, about 0.9 s per command. 90-second demo: https://youtu.be/7L7_Uvvxtv0

Also adds the author entry (ivan-digital — I maintain the project).

Both files follow config/template-repo.json and the existing Android entries; tags are from the Android tag list in shared/product.ts (kotlin, samples).
