Description
Terraform follow-up for #5279. Wires the shared DynamoDB storage provider into the multi-runner, webhook orchestration, EC2 compute-provider, IAM, bootstrap, and generated module documentation boundaries.
This PR is intentionally chained on #5279, which contains the TypeScript storage implementation.
