feat(compute-providers): add Lambda MicroVM provider

Description

Adds the AWS Lambda MicroVM compute provider on top of the SSM storage-provider refactor in #5277.

• Implements MicroVM pool adjustment, scale-up, scale-down, inventory, execution, and termination through @aws-sdk/client-lambda-microvms.
• Integrates the MicroVM provider with the control-plane and webhook provider contracts.
• Generates ephemeral GitHub JIT runner configurations and stores them as SecureString SSM parameters for the MicroVM image hook.
• Stores non-secret runner ownership and lifecycle metadata separately from JIT secrets, with concurrency-safe updates and retryable, idempotent cleanup.
• Reads MicroVM SSM settings from Lambda environment variables and uses the provider-neutral runner configuration interfaces from refactor(storage): make runner config store provider-neutral #5277.
• Validates dynamic-label overrides for image ARN, image version, and egress connector values.
• Documents the MicroVM image contract, required environment variables, IAM permissions, and shared execution-role trust boundary.

This PR targets #5277. PR #5280 adds the separate lifecycle-hook service on top of this provider.

Test Plan

• Focused MicroVM tests passed: 79 tests across 5 files.
• Control-plane and compute-provider test suites passed before publishing the restacked commits.
• Control-plane TypeScript compilation passed.
• git diff --check and focused formatting/lint checks passed.
• No live AWS Lambda MicroVM deployment was performed.
