## docs: baseline the honesty-limits line the withdrawn-number gate caught (Closes #2311)

`withdrawn-live` has been red on every master run since #178 (`400850702`,
2026-08-20T02:01:08Z), and is still red at master head `9068cf49d`. The negative
control in the same job passes -- `self-check: planted hit found = True, clean file
silent = True` -- so the gate is working. It found something:

Last green was #176 (`c3eeefc87`, 01:46:31Z), and exactly one commit sits between
them: `400850702 docs(arxiv): the LUT count was the flip-flop count (Closes #2280)
(#2281)`. It added 67 lines to `docs/NOW.md` and touched nothing else. One of those
lines carries the number.

### The line says the number is disputed

`docs/NOW.md:1127` opens a bullet under `## Honesty limits (BINDING)`. The number is
elided from this quotation, because quoting it would plant a second occurrence and
re-open the gate on this very entry:

> - **The "FPGA 35/35 at [elided] Artix-7" dispute is NOT settled here.** A
> maintainer adjudicated that question on master in `59ae2aeee`. #2081 proposes a
> different resolution in `specs/numeric/formats_catalog.t27`. That file is
> untouched by this PR, the disagreement is unresolved, and **#2081 remains open
> for it**. Nothing here should be read as evidence for either side.

That is the category the gate's own remedy names: *"If the line is text ABOUT the
withdrawal, add it to `tools/withdrawn_live_baseline.txt`."* That file already
carries five rows for this same document and this same pattern, and rows for two
neighbouring frequencies in the same document. This is a sixth of the same kind, not
a new kind of exemption.

### The key was recomputed, not transcribed

A baseline row is keyed on `sha1(" ".join(line.split()))[:12]` of the line itself.
This row's key came from running that algorithm over `docs/NOW.md` as fetched from
master:

The same pass over the same file reproduced all five existing keys for this pattern
-- `18f57dc20b45`, `700c6d6aca11`, `ce84017e739b`, `e01a7fd68109`, `f81569f4b61c` --
character for character. That is what makes the sixth trustworthy: the computation
was checked against five known-good answers before it was used for an unknown one.

### Why a row and not an edit to the document

`docs/NOW.md` is append-only. Everything below the top entry is a record of what was
believed when it was written, and editing line 1127 to please a gate would rewrite
that record. Keying on line content means the exemption covers exactly one sentence
and expires the moment that sentence changes.

### What this does not do

It does not settle the dispute the line is about. It touches neither
`specs/numeric/formats_catalog.t27` nor #2081, and it widens no pattern, relaxes no
scan, and adds no exclusion prefix. `withdrawn-live` should return to
`OK: no withdrawn number is stated in a live document`; if it does not, the next hit
is a different line and needs its own reading.
