ansible-proxmox-ai, nix-agy, nix-codex, nix-hermes, and x10-lite all had `develop` as their live default branch, set by hand, with nothing in config/repos.yml describing it. Because local.gitflow_repos derives the git-flow set from that file, those five took none of the shared wiring: no gitflow custom property, no git-flow ruleset pair, and no managed repo settings. Enrolling them is what makes the model actually DRY — the git-flow rules now reach every git-flow repo in the org, so changing them here changes all seventeen, rather than the twelve that happened to be listed. These entries change no live state on their own. develop already exists and is already the default on all five, so github_branch.develop and github_branch_default.develop adopt what is there. Each needs the one-shot import block that gitflow.tf already documents for llm-prompt-evals; the plan must show imports and no-op updates, never create-or-destroy. Cost impact: $0. x10-lite is private, and the repo-settings module omits the security_and_analysis block entirely for a private repo, so no paid GitHub Advanced Security feature is enabled.
