#8210) * fixed `editor.can` and `editor.chain` to not be accessible on editor init or after editor is destroyed * fix(core): keep command fallbacks safe during initialization - Prevent fallback command proxies from being treated as thenables - Keep `editor.chain()` and `editor.can()` usable while commands initialize
