This add an additional validation that the package is imported in a
browser-like environment. If not, we should be explicit with the user
and throw an error.

Adds support for the scenario, when the package is imported multiple
times for the same target.

This will return the same (referentially) facade object with tools, and
will only clean up if all invocations were cleaned up.
We should provide a way for consumers to handle the installation on
their own, so the index entrypoint will just export the APIs and won't
have any side-effects.

The `/register` entrypoint (via `import
react-devtools-cdt-mcp/register`), will subscribe an event listener and
install the tools.
