User description

Release verification still skipped the native binary download because GitHub Actions exports CI=true and bin/install.js intentionally exits early in source CI. Registry propagation could also leave a partial install that was not revalidated.\n\nThis retries the full npm install and binary checks in a fresh directory, explicitly unsetting CI only for the published-package installation. It keeps npm 11's install-script permission scoped to @circlesac/gh2.\n\nVerified locally with CI=true against @circlesac/gh2@26.8.2: npm installed the package, downloaded the native binary, and both --version and doctor --help succeeded.\n\n- actionlint .github/workflows/release.yml\n- git diff --check
