Ships the 12.1.0 interface bump. The TOC version is what the verify job checks the tag against, and the changelog section is what names the release, so both move together.
The test suite requires a HIGHLIGHTS entry for the shipping TOC version: without one the notice fires on first login and prints a heading with nothing under it. Translated in all ten locales, so the linter stays at 521/521 rather than dropping the new key to an English fallback.

Cuts 2.5.1 so the 12.1.0 interface bump from #19 actually reaches users.
StatPanel.toc—## Version: 2.5.1. The release workflow's verify jobfails the tag if this doesn't match, so it has to land before
v2.5.1.CHANGELOG.md— the[Unreleased]section becomes[2.5.1] - 2026-08-12.No functional change beyond what #19 already merged.
