The Provision-ISR line was soft-removed intentionally quietly; it should not have been announced in the public 2.14.0 changelog. Removes only that note.

### Removed — Provision-ISRnote I mistakenly added to the public 2.14.0 CHANGELOG. That line only removes the erroneous announcement; older changelog entries (where Provision-ISR was originally added) and all data are untouched. PR #347 body already scrubbed.
