About this PR
Added support for releases being published to docker.io, specifically for @AffectedArc07.
Also patched an open vuln with AngleSharp, and updated all third-party packages to latest, and updated all GitHub actions versions to latest.
Double also had to downgrade EFCore to 9 to support Pomelo.EntityFrameworkCore.MySql since the maintainer abandoned it and hasn't moved it to EFCore 10 yet.
